The manifestation of a 'fair hearing'?
What will be required for a 'fair hearing' or 'fair procedures' varies in accordance with the circumstances of each situation. A spectrum can be seen from, say, the opportunity to express views in writing to a hearing with the the right to cross-examine and be represented by a lawyer. Oral Hearing by the Board are towards the 'top end' of that spectrum.
